That's not a stretch of writing by any means. It takes some reading between the lines but it seemed to me that the note-writer knows the guard and was probably the only kind person in his life. His response indicates surprise that his partner wants to flee and leave everything behind them. When you deliver the note, too, the first guy is being picked on by a group of people in the bar and he apologizes profusely if you solve the situation without violence, then shyly admits he's illiterate and asks you to read the note to him. The man who gives you the note to deliver also is very clearly unhappy and uncomfortable with the person they're working for, hence the need for haste and wanting to get out. If you stick around you can overhear him even saying something along the lines of "Don't make fun of me in front of the people" or something similar, indicating that he's actually not that hardened. The one you meet at the gate pointedly can't read and is constantly picked on and made fun of by the other guard. There's more nuance to the quest besides being "hardened gunslinger men" though. They don't throw it in your face or anything though, it's a very optional side quest. That feeds the woke narrative considering this would be unheard of in the wild west.
